On Friday October 3, 2008 the Northumberland Elder Abuse Response Network will be hosting its Second Annual educational event for Seniors “Aging In Northumberland With Respect, Dignity And Protection” at the Lions Community Centre (157 Elgin Street East) in Cobourg from 1:00 p.m. – 3:30 p.m. The event is free!! No registration required. “Senior’s are invited to come learn about prevention tips and local services that can help them protect themselves from being taken by con artists” said Terry Stanley, Cobourg Police Services. He states that seniors are the primary target of frauds and scams, which may be related to seniors being more trusting and polite towards strangers, have substantial savings, are at home during the daytime and may have little or no contact with family members”. The R.C.M.P.’s Phone Busters (Canadian Anti-Fraud Call Centre) observe that 84 percent of the total dollar loss (between 1996 and 2003) through telemarketing prize and lottery occurrences was accounted for by victims over 60 years of age. Presentations include speakers from Senior Crime Stoppers Program, Ombudsman for Banking Services and Investments and Cobourg Police Services. The speakers will be passing along information to educate seniors on how to protect their financial security and not get scammed! They will also learn how the police and other local community services can assist seniors when they hear of a scam or are a victim of a scam. There will also be a Showcase of Services and Products for Senior’s, Caregivers and Family with over 25 community agencies and services participating.
Constable Terry Stanley, indicates seniors need to know they should be reporting these crimes because it can assist police in uncovering the newest scams and frauds that target seniors. “By seniors reporting directly to the police or calling Senior Crime Stoppers the con artists can be stopped in their tracks before they target another senior in our community” said Constable Shaughnessey.
The 2009 Senior’s Safety Calendar will also be launched! “We made a calendar from posters submitted from a contest we held for students in Grades 4-8 in Northumberland County who drew pictures with the theme “Keeping Seniors Safe and Respected” or “Why Seniors are Special in our Lives” said Jessica Clarke, Co-Chair, Northumberland Elder Abuse Response Network.

Cobourg Police are investigating another report of graffiti at a business on Ontario Street.
Sometime over the past weekend, graffiti was spray painted on an exterior wall of the business. The graffiti consisted of 08/09, TRO, Neon, and CNM being written on the wall.
On Friday, September 26 at 9:50 p.m., an unknown man walked into a downtown pizza shop wanting to buy a slice of pizza. He was only wearing a pair of black Adidas running shoes.
He was immediately told to leave the store by staff. Police attended the area but were unable to locate the man. He is described as early 30’s, heavy set, between 5’10’ and 6’ with short-dark-brown hair and scruffy-facial hair.
The investigation is continuing as he may have been captured by a surveillance camera.
Cobourg Police have arrested and charged a 44 year old Cobourg man with theft after he was observed stealing a knife at Zellers.
On Thursday afternoon, September 25, the accused was observed by store security staff taking a box cutter style utility knife off the shelf and removing and discarding the packaging.
He arrested as soon as he left the store without paying for the knife which was subsequently found in his pants pocket. The knife was worth $2.47.
Cobourg Police investigated a two-car collision on Division Street at Spencer Street. The crash occurred at 8:45 a.m., on Tuesday, September 23.
Both cars were southbound on Division Street when the lead vehicle stopped and was waiting for a traffic light to change ahead, when the trailing car was unable to stop in time to avoid striking the lead car in the back end.
The 17 year old Cobourg teen driving the second car has been charged with Following Too Closely.
Both cars were able to be driven from the scene and there were no injuries.
Amidst the increasing number of gas bar drive-offs, Cobourg Police were advised on Monday, September 22 of a new method used to obtain your gas cheaper.
A driver at a local gas bar filled his vehicle with $125.00 worth of fuel and when he went inside to pay, he gave the cashier the wrong number of the filling pump he used. The fraudulent number given was showing a purchase of only $75.00, which he paid.
The fraud was not realized until the other client went to pay his $75.00 charge and staff figured out what had occurred. The original customer owes an outstanding balance of $50.00.
Police were supplied with a licence number of the offending party and the investigation is still on-going.
This coming Thursday, September 25, there will be special gathering at the Chris Garrett Park on Birchwood Trail.
Each year on the final weekend of September, police officers run from the G.T.A. all the way to Ottawa for the annual Police Memorial Service which is held on the Sunday. They spend the first night in Cobourg.
This year, the area police services are planning a special welcome for the runners and bikers as they arrive at the park. Cobourg, Port Hope and O.P.P. officers will be in attendance at the park as well as some officers joining the runners as they enter Cobourg from the west.
There will also be pipers and drummers at the park playing for the group. Fire service and EMS personnel will also be present.
Everyone is invited to partake in the special evening which should commence about 5:30 p.m., and last for about 30 minutes.
Cobourg Police received another report on Saturday, September 20 of an unlocked vehicle being entered and items stolen. The complainant in this case reported that the vehicle was entered within the past several days while parked in their driveway on Sutherland Crescent.
Stolen items include a Nikon digital camera, a cell phone and charger, a DVD car charger and some loose change.
Over the past weekend, Cobourg Police received two complaints of vehicles being damaged during the nighttime.
A van parked on Church Street was keyed and a car parked in the College Street area was also keyed and egged. It appears the eggs were thrown from a passing vehicle.
On Thursday, September 18 at approximately 3:30 p.m., a Hastings woman reported to Cobourg Police that someone stolen her wallet while she was shopping at Wal-Mart. The wallet was in her purse which she was carrying over her shoulder.
The victim realized the wallet was missing when she attempted to pay for items at the cashier.
Soon thereafter, her credit card was used at the nearby EB Games store where three females successfully purchased a Sony Playstation 3 worth $452.00. The suspects were of Asian or Philipino decent.
The stolen wallet also contained the victim’s driver’s licence, health card, SIN card and other assorted credit cards.
Police have seized the credit card transaction receipt and the investigation is on-going.
A fourteen year old student at the C.D.C.I. East, has reported to Cobourg Police that her locker at school was broken into sometime on Wednesday, September 17.
Stolen items include a Samsung cell phone, a Nano Ipod and some cash.
On Monday, September 15, Cobourg Police investigated two day-time thefts of wallets from work-place staff. One theft occurred at Northumberland Hills Hospital and the other at a business on Division Street.
A male suspect has been described to police by witnesses in both cases. Police are unsure if the suspect is responsible for both thefts.
He is described as a white male, approximately 40 years old with brown hair. The clothing descriptions however differ.
Both victims lost cash, credit cards and other personal cards.
Each week, Cobourg Police are called to investigate vehicle entries, almost always involving unlocked vehicles.
In the early hours of Tuesday, September 16 around 3:30 a.m., a young male was seen entering vehicles on Rockingham Court. The witness waited one half hour before reporting the incident to police.
Obviously this sort of time delay prevents police from locating someone who may be responsible for this continual criminal activity.
There is no report of what may have been stolen from these vehicles.
Again, police appeal to vehicle owners to please be vigilant and lock their vehicles and do not leave anything of value inside them.
On Friday, September 12, Cobourg Police received information from a local vehicle repair dealer that a car has been stolen from his lot sometime in the past couple of weeks.
The vehicle is a 2000 Toyota Corolla, burnt orange in colour and is unplated.
The owner of the car has not been in contact with the business for a couple of years and the car was stored there pending payment for work done on it.
The Cobourg Police Service just received a telephone call from Sunnybrook Health Centre in Toronto that Tommy Callaghan passed away this afternoon at the hospital.
It was reported earlier today by this service that Tommy was struck by a vehicle last night on King Street and was seriously injured at that time.
The next of kin have been notified.

Cobourg Police are still investigating a serious personal injury collision between a vehicle and a pedestrian.
The collision occurred at the intersection of King Street West and George Street around 8:20 p.m., on Thursday, September 11.
The investigation, supported by several independent witnesses, revealed that the man was attempting to cross King Street against a red light and that a westbound vehicle struck the pedestrian.
The victim is 43 year old Tommy Callaghan of Cobourg. He was initially taken to Northumberland Hills Hospital by ambulance and he was unconscious at that time. They determined that he was suffering from serious head injuries and he was immediately taken by ambulance to Sunnybrook Health Centre in Toronto.
At the time of this release, Sunnybrook reports that he is still in critical condition and they will advise police of any change in his condition.
The 20 year old male driver of the car, from Roseneath, was not hurt but is understandably shaken.
The O.P.P. was asked to attend the scene and they conducted an accident reconstruction procedure due to the serious injury.
On Thursday evening, September 11 at 7:40 p.m., a man known to police and also wanted on an outstanding warrant, attended at the Cobourg Police office requesting a voucher for a nights stay in a motel.
The 37 year old man was immediately arrested and is being held in custody. The warrant was Canada Wide and issued by the R.C.M.P. in London, Ontario. The warrant was for a Suspension of Statutory Release. He is alleged to have breached some aspect of a release agreement.
On Thursday, September 11 around 12:30 p.m., Cobourg Police were called to a rooming house in central Cobourg in response to an assault call.
The investigation revealed that two male residents, who have rooms on the second floor and opposite each other, had a disagreement over the return of empty liquor bottles for a refund.
When one man refused to give his bottles up, the other man hit him over the head with a liquor bottle causing it to smash and inflicting a laceration on the victims head.
When police arrived, the victim was bleeding heavily so an ambulance was called.
Police then went across the hallway and arrested a 49 year old man and he has been charged with assault. He has been held in custody pending a Show Cause Hearing in Cobourg court, Friday morning, September 12.
A 12 year old Cobourg boy was taken to Northumberland Hills Hospital by ambulance after being struck by a car while riding his bicycle.
The collision occurred on Monday, September 8 at 8:37 a.m., at the corner of King and Division Streets.
The young cyclist had been northbound on Division Street on his bike and had a green light. A car, driven by a 31 year old Peterborough woman, was southbound on Division Street and turning left onto King Street.
The car driver struck the bicycle in the intersection. She has been charged with Making a Turn Not in Safety.
During the early morning hours of Saturday, September 6 at approximately 2:40 a.m., a Cobourg Police officer witnessed dining plates being thrown onto King Street from an apartment window.
The investigation revealed that a man and woman were having a dispute in the apartment which resulted in a bag of potato chips and some plates being tossed out the window. Both parties were drinking.
While police were present and attempting to stop the verbal arguing, the woman, a 46 year old Cobourg resident, stuck the male in the head. She was subsequently arrested and charged with Assault.
She was held in police custody to sober up before being released later in the morning.
On Friday, August 5 around 1:30 p.m., a Grafton man was parked in front of Staples Business Depot near Northumberland Mall. He had placed some personal items in shopping cart and had forgotten to load these items in his vehicle before leaving the area.
He returned a short time later to retrieve them and discovered they had been taken by someone.
The missing items include a gym bag containing clothing and a briefcase containing his wallet with his driver’s licence, credit card, a cheque and approximately $400.00 in cash.

“Don’t Let the Bad Guys Take Your Money or Identify” is what keynote speaker Brian Brooks, an Investigator with the Ombudsman for Banking Services and Investments will tell seniors at this event. Seniors will learn how to protect their financial security and not be scammed! If seniors are targeted, Constable Terry Stanley, Cobourg Police Services and Constable Paul Shaunessey, Senior Crime Stoppers Program will explain how seniors can report and assist police in solving crimes and uncovering scams and frauds that target seniors. There will also be a Showcase of Services and Products for seniors, caregivers and family with over 35 community agencies and services participating.

The Network will also launch its 2009 seniors’ Safety Calendar. A product of the “Senior Safety and Security Poster Contest” where students were asked to create a poster drawing with either theme “Keeping Seniors Safe and Respected” or “Why Seniors are Special in our Lives”. This project was funded by the Ministry of Community Safety and Correctional Services.

On Thursday, September 4 at 7:40 p.m., Cobourg Police were called to the area of a laundromat on Albert Street.
The investigation revealed that a 5 year old Cobourg boy had been riding his bicycle near the laundromat where his mother was doing laundry, when he crossed paths with another cyclist.
The second cyclist, a 64 year old man with no fixed address got angry with the young boy and shoved him off his bike knocking him to the ground. He also swore at the boy.
Police immediately arrested the man and have charged him with Assault. He has been held in custody pending a Show Cause Hearing. The accused is well known to police.
Cobourg Police investigated a crash at the intersection of Elgin Street West and Ontario Streets on Wednesday, September 3 at 4:15 p.m.
An eastbound pickup truck on Elgin Street failed to stop for the red light and struck a vehicle which was traveling north on Ontario Street and rightfully traveling through the intersection.
There were no injuries and both vehicles were able to be driven from the scene.
The 84 year old Baltimore man driving the truck has been charged with Failing To Stop for a Red Light.
Constable Greg McCurdy is doing Cobourg and the police service proud. He recently competed at the International Police and Fire games held at Disney’s Wide World of Sports in Orlando, Florida
On August 18th, Greg won a silver medal in the bench-press event. He weighs 189 pounds and benched pressed 435 pounds for the second place finish.
Last year Greg won a gold medal for the bench press at the Canadian Police and Fire games.
Next summer, the officer is hoping to win a gold medal at the World Police and Fire games in British Columbia. He will be competing in the bench press and dead lift events.
Greg’s expenses are paid for by the police association as well as his own funds.
Cobourg Police were kept busy with calls to Victoria Park during this final long weekend of summer.
Most incidents were minor however a big draw on police resources and annoying for many local residents who wanted to enjoy the waterfront, or who live in the area.
This past weekend saw a huge influx of tourists resulting in police and by-law enforcement personnel dealing with an increased number of liquor infractions, garbage, parking, noise including foul language, lost and found items, tents, BBQ’s, picnic tables being grouped and one minor assault.
Early Sunday morning, August 31 at approximately 4:30 a.m., Cobourg Police were called to a Burnham Street residence as someone had seen a man breaking into a home.
Police arrived and arrested a 20 year old Cobourg man in the backyard of the residence.
The investigation revealed that a basement window was open and insulation from the window was on the ground. A number of items apparently stolen from the home were also located in the backyard. They included a Ryobi tool box with drill and screw bits, a grey tool box with a dermel drill and accessories, a Sony Play Station power cord and memory card and a Panasonic digital camera.
The accused has been charged with Trespass At Night, Break and Enter to Commit a Criminal Offence, Theft Under $5,000.00, Possession of Stolen Property Under $5,000.00 and two counts of Breach of Probation.
On Saturday afternoon, August 30 around 2:25 p.m., a Major Street resident was loading personal items into her car, when someone stole a brief case. The victim had gone back into her house for another load and when she returned to her vehicle, she discovered the brief case had been stolen.
The case contained a laptop computer, a digital camera, a memory stick and personal papers.
Cobourg Police investigated a two-car crash on Saturday, August 30 at 2:30 p.m.
Two cars had been eastbound on King Street West when the first car stopped to make a left turn into a private driveway. The tailing car crashed into the rear of the first car without even braking.
Minor aches and pains were reported to police by the occupants in the lead vehicle however no one was taken to hospital. The 32 year old female driver of following vehicle has been charged with Careless Driving. Both cars required tows from the scene.
As the result of a harassing telephone text message, a 26 year old Cobourg woman has been arrested and charged with three criminal courts.
The investigation involved a man and woman in a shaky common-law relationship that was terminated by the man. The upset female kept contacting the victim and finally after one harassing text message, she was contacted by police and asked to turn herself in at the police office.
The accused has been charged with Making Harassing Phone Calls, Obstructing Police and Failure to Comply with an Undertaking. She identified herself incorrectly to police on one occasion (Count #2) and she was also bound by a Port Hope Police Undertaking on a previous charge, to keep the peace and be of good behavior (Count #3).
Police also seized her cell as evidence and she was subsequently released on a Promise To Appear and Undertaking for a future Cobourg Court date.
Sometime overnight on Thursday, Augusts 28 or early Friday morning, August 29, someone removed the rear power window from a 1998 Chevrolet Astro Van.
The van was parked in front of the owner’s residence on Tweed Street.
The thief had cut the electrical cables and removed all the plastic casings. The owner reported to police that the van was locked, however there were no signs of forced entry.
Nothing else was taken from the van and no other damage was caused.
As previously reported by Cobourg Police (press release August 22), the 26 year old Cobourg man involved in the incident where he had numerous pistols to his head, has been arrested and charged.
The accused had spent a short period of time in psychiatric care at the Peterborough Regional Health Care Centre and upon his release was arrested by Cobourg Police.
He has been charged with Weapons Dangerous to the Public, Carry a Concealed Weapon and three counts each of Assault with a Weapon and Assault Police.
He was subsequently released from custody by way of an Undertaking and will appear in Cobourg Court at a future date.
