Recent changes by federal authorities are increasing the time required to complete some criminal background checks.
Delays are now being experienced for Criminal Information Requests (CIR) regarding individuals who are involved or hope to be involved in the Vulnerable Sector (VS), such as coaching, day cares, senior’s homes and disabled groups. Applications requiring this type of background check are now scrutinized through a more rigorous screening process.
In addition to checking past and current criminal records, the VS checks include a search of the pardoned sex offender database.
On July 19, 2010, the RCMP instituted enhancements to the Canadian Police Information Centre (CPIC) system, which broadened the scope for VS potential matches. In the first seven working days of implementation, the Cobourg Police Service already has 10 “potential matches.” If this trend continues, it is expected that approximately 15 per cent of VS checks will be identified as potential matches and therefore will experience delays in their response.
Individuals affected by this enhancement will receive an information letter from the police service explaining, in detail, the steps that must be followed in order for their VS check to be completed. It is important for the public to understand that under no circumstance does this notification confirm that the applicant is or is not a pardoned sex offender. However, in almost all cases, this “possible match” is ruled out via fingerprints.
Cobourg Police Service strives to meet a 5-day turnaround for non-fingerprint VS checks. However, the RCMP’s CPIC enhancement will delay the process significantly for applicants who require fingerprinting. Therefore, please ensure that you allow yourself ample time to process your request should this situation arise.
It is important that agencies requiring individuals to submit Vulnerable Sector Criminal Information Requests are aware of this change because these agencies will experience a similar increase and the delay will inevitably affect their operations.

Cobourg Police are investigating two more reports of vehicles being entered.
Sometime between July 31 and August 11, someone entered a car parked in the driveway of a Booth Court home. The glove box had been opened and the contents strewn around. There is no report of anything stolen from the vehicle.
However over the same time period and at the same location, two cushions from a patio set were taken from the front porch. They are described as being white with pink and blue flowers.
Another report has been received by police of a vehicle being entered sometime between August 8 and 11. The vehicle was parked at an Ontario Street residence.
The owner reports the theft of an HP digital camera, silver in colour and a Calloway sunglass case.
On Monday evening, August 9 at 8:00 p.m., Cobourg Police stopped a motorcycle on University Avenue West for speeding.
The officer quickly determined the driver had been drinking and demanded a roadside breath test which the accused failed.
He was arrested and returned to the police office where two more breath tests were taken. The results showed that the accused had over three times the legal limit of alcohol in his system.
Further investigation also revealed he did not have a motorcycle licence and that he was currently on a court-order recognizance from other criminal charges.
The 58 year old Cobourg man has been charged with impaired driving, driving with over .08 mgs of alcohol, breach of recognizance, speeding and driving a motorcycle with the proper driver’s licence.
A 23 year old Cobourg man has been charged with mischief and two counts of domestic assault resulting from several recent incidents where he is alleged to have assaulted his girl friend and mother.
The incidents occurred on July 29 and August 10.
Also on August 10, the accused was charged with mischief when he smashed the window of vehicle being operated by girl friend. She was trying to leave the residence as she feared for her safety.
